Paul Richard, President and CEO
Paul began his career in 1985 when he attend SAIT followed by further studies at the University of Calgary. He soon became a Senior Seismic Surveyor and Senior Locator for Enviro-Tech Surveys in 1991 and professionally served them for 12 years. He founded Alberta Hot Line in 2002 and is the President and Chief Executive Officer. He is currently serving his second consecutive two-year term as a director of the Canadian Association of Pipeline and Underground Locating Contractors (CAPULC). For more than 5 years now, Paul as a senior subject matter expert has dedicated much of his time and resources to develop line locator training - Advanced Line Locator Certificate Program - and supervisory level ground disturbance - PROPPER Safe Digging - course. In addition, Paul is a certified ENFORM instructor and teaches the line locating curriculum at ENFORM. Paul is very dedicated to the community and volunteers his time coaching several minor hockey and lacrosse teams.
Joel Birdwell, Ph. D., Chief Information Officer
Based out of Calgary, Joel serves as Chief Information Officer and advisor to Alberta Hot Line’s crews, staff, executives and Board of Directors. He has an extensive background in computer science and applications, applied cognitive behavioural psychology, quantitative methods (single and multivariate), and university teaching experience at the undergraduate and graduate levels. He served as Director of Education on a First Nations reserve and taught university level courses on three other Alberta reserves. He presently is focused on safety management programs, behavioural based safety, QC/QA methods and procedures for locating, and making sure Alberta Hot Line’s databases and information are safe and secure. He maintains Alberta Hot Line’s health, safety, and environmental policy and management program. Joel has also published and presented many technical articles. Recently, Joel helped revise and re-write CAPULC’s association by-laws. Over the past 5 years, Joel has worked with Paul to develop line locating courses which have developed into the Advanced Line Locator Certificate Program. Paul and Joel met in 1987 while Paul was a student at the University of Calgary. They continue to have a shared interest in amateur hockey, lacrosse and community service to the locating industry.
Donald Richard, Vice-President
Donald, with over 30 years of combined IT, business, and training experience, is responsible for staffing, planning, and overseeing most day-to-day operations. He brings with him work management abilities, project management skills, and consulting expertise which will be beneficial to Alberta Hot Line Inc, and its’ clients. Donald holds a number of IT certifications and has worked extensively with clients from small companies to large multi-national corporations. His experience, enthusiasm, and strong work ethic will provide AHL with a focus on maintaining customer satisfaction and driving technology to gain a competitive advantage in the marketplace. Donald’s focus is on educating the line locating industry and the digging community. He has played a key role in the development of the Advanced Line Locator Certificate Program and PROPPER Safe Digging.
